There are concerns that not enough people nationally have flood insurance at a time when climate change is believed to be making storms wetter.

Chheda, 20, suffered multiple sharp force injuries to his body inside his dorm room at McCutcheon Hall after midnight on October 5. His roommate, Gji Min Sha, 22, has since been arrested for the crime.

The tribes are turning to Republican Gov. Doug Burgum to approve the idea, under tribal-state agreements known as a compacts.
